The 2015 ACC Statutory Congress Meeting was held at Nakhon Ratchasima,Thailand on 9thFeb at 09:30 hrs with national delegates from 32 NF and Mr. BrainCookson, UCI President present.
At the beginning of the Congress chaired by Mr. Abu Samah Wahab, ACC VicePresident, Mr. Cho, ACC President opened it by recalling 2014 as an incrediblymeaningful and significant year in terms of progresses of our works continuing atpace and placing Asian cycling on a much solid footing in line with the UCI visionand strategies. His special thanks went to Air Chief Marshal Chanin and LTGDecha of Thai Cycling Association for their hard working to make the AsianTrack/Road Championships most successful and special edition, especially fortheir passion and innovation shown in the whole course of the preparations forthe night Road Race Events.
Ahead of the speech by the ACC President, Mr. Brain Cookson made a 15-minutespeech for the delegations present by touching on the night RoadChampionships in Nakhon Ratchasima, UCI뭩 good relations with IOC and OCA,2014 Nanjing Youth Olympic Games, growing cycling in Asia particularly withrising number of the UCI Continental and Women뭩 teams from 13 in 2007 to 41in 2015, some key developments especially those that related to thedevelopment of cycling in Asia, progresses of important issues relevant to bothAsian cycling and cycling sport worldwide including CIRC activities andestablishment of an Anti-Doping Tribunal, Cameras inside the peloton, UCI HourRecord, Reorganization of Athletes� Commission to ensure the athletes� voice tobe heard loud and clear at the UCI and some important changes to the UCIConstitutions. In particular, he revealed possible key changes including 1) All NFwill be able to vote for the President—and not just 42 delegates,2) Limiting theUCI President term to a maximum 12 year period,3) Ensuring all CC Presidentsare also UCI Vice Presidents,4) Putting in place an Asian quota for the UCIManagement Committee.
The agenda for the Congress included:
-ACC MC Report for 2014;
-Separated Organization of the Annual Asian Track and Road Championships from 2017;
-ACC Financial Report for year2014;
-Elections of the Voting Delegates to the 2015 UCI Congress in USA;
-Report on the 2015 Asian Championships for All Disciplines;
-Presentation on Cycling Sport in Iran;
-Activity Report of CCC Shuzenji;
-UCI/ACC Membership Fees for 2015;
-Issue of the UCI/ACC Membership Fee Arrears Due by NF;
-Proposals for the Changes of the ACC Constitution & Bye-Laws;
-UCI Presentation on On-going Projects;
-To Award the 2016-2017 Asian Championships for various Disciplines;
-Next ACC Congress in Japan;
-The 2nd Candidate from Asia to the UCI MC Member Election;
-Awarding the 2015 ACC Merit to 3 Persons.
Major decisions made public at the Congress included:
-Organization Fees for Each of the Annual Track and Road ChampionshipsStarting from 2017 will be USD 4,000 respectively;
-The Maximum Participation Fees for the Asian Track/ Road Championships to be Collected by the Organizers will be USD 100 for Single Bed and USD 80 for Twin-Bed;
-The 2017 Asian Track Championships were awarded to India;
-The 2017 Asian MTB Championships were awarded to China;
-The UCI/ACC Membership Fees for 2015 Remains the Same as 2014;
-No Special Congress will be organized to elect the 2nd Candidate from Asia tothe 2015 UCI Congress election for the UCI MC to Replace Mr. PederPedersen.
After the Congress Meeting at 12:30hrs, the Delegations present were invited to a buffet luncheon hosted by the ACC at the Dusit Princess Hotel.
