The ACC Congress held at Bangkok Amari Watergate Hotel on 7th Feb 2011 approved the proposals for changing article 10, 1) of the ACC Constitution and for incorporating article 6 of the UCI Constitution. The decision was made where 27 NF out of the 29 NF present at the Congress Meeting accepted the proposals by an absolute majority vote respectively.

The ACC Statutory Congress held in Bangkok, Thailand on 7thFeb, 2011 has decided to suspend Laos Cycling Federation (LCF) and Turkmenistan Cycling Federation (TCF) provisionally on the pre-condition that LCF and TCF do not complete their payment of all or some significant portion of their total arrears due for its ACC/ UCI Membership Fees no later than 23rdSep, 2011 at the latest, which is the date scheduled for the 2011 UCI Congress.

UCI Track Cycling Workshop is going to be held in the morning of the 23rd March 2011 in Apeldoorn, Netherlands.
This Workshop is organized to follow up matters that were discussed on the Track Cycling Workshop held during the 2009 UCI Track Cycling World Championships in Pruszkow, Poland, as well as discussing new topics imposed by the evolution of Track Cycling.

According to the decision made at the ACC Management Committee held on 21st Nov, 2010 in Guangzhou, China, the ACC, on 9th March 2011, posted to all the Asian Record Holders the ACC Certificates of New Records which have been set up by the Asian cyclists until the 2010 Asian Track Cycling Championships, the 2009 Asian Indoor Cycling Championships, the 2010 Asian Games, the 2009 East Asian Games and the 2007 Asian Indoor Games including all the UCI sanctioned international track and indoor cycling events up to 2011.

Mr. Cho, ACC President expressed his deep condolence to all the victims of the devastating earthquake that ruined the North Eastern Part of Japan, saying, � I was shocked to learn that such earthquake and tsunami struck Japan, and is still deadly threatening Japan. As JCF has been playing an important role in cycling development in Asia and the world, I am certain that the Asian cycling family will stand together with it to overcome its national calamity.�

On 20thMarch, the ACC published the textbook of new ACC Constitution and By-Laws, reflecting the changes of Article 6 of the UCI Constitution and also of Article 10, 1) of the ACC Constitution and By-Laws.
 
As already informed, these two changes were made at the ACC Statutory Congress held in Bangkok, Thailand on 7thFeb, 2011, regarding 뱎rinciple of autonomy, independence and non-interference� and also lifting the limitation imposed upon the number of the terms of the ACC President.

JCF elected Mr. Tadao Tomihara, a former keirin sprinter as its new President on 1st April, 2011. Mr. Iwadate, outgoing President of JCF, however, was known to continue his ACC positions as Management Board Member and Chairman of Solidarity Committee until the end of his term in accordance with Article 10-5) of the ACC Constitution and By-Laws.

Laos Cycling Federation (LCF) has settled almost entire arrears of its UCI/ACC membership fees due on 13thApril 2011. The conditional suspension against LCF which has been recommended to the UCI in accordance with the decision made at the 2011 ACC Congress on 7thFeb was withdrawn on 13thApril, 2011.

The Olympic Solidarity Cycling Coaching Course 2011 in Bangladesh which started on 19 April has been completed successfully on 29 April 2011. All 28 participants have been attending the course, level-1 program.

After completion of the course, Mr. Richard Douglas Shepherd (Technical Expert) has taken an examination for evaluation of the course. All participants successfully passed their examinations and got certificate from the Olympic Solidarity Program. The course was opened with Youth and Sports Minister of Bangladesh attending on 19th April.
